I highly doubt it. It migth be rare that such units are bid, Clans preference for Mechs, but I see no reason that they could not, escpeially in clans such as the Snow Ravens and Cloud Cobras.

Any AeroSpace Fighters attached to a WarShip are just attached to it. They will be bid in seperately to the WarShip itself. Those AeroSpace Fighters may or may not be attached to the BattleMech Cluster that vessel transports.
And what about Clan Blood Spirit? Their AeroSpace Fighter strength is not listed at all (although one would expect it to be small- all they have to do is protect the Blood Spirit capitol world.)

I think it safe to assume that those bays are filled; but the craft may or may not launch, depending on the bid.

It is acceptable to bid a warship, just usually considered a sign of weakness if it actually goes into play.

I would assume that they are full, unless it states specifically otherwise. There are a couple of Cloud Cobra Clusters I know that are attached directly to Corvette class warships that imply to me that they are in those fighter bays.
As far as the Jade Falcons go, if the cluster does not have any specific aerospace assets attached to it, IE an Aerospace trinary or star then I would assume that the warship has it own fighters that they would have access to if needed.
