Depends on the book I guess, the Comstar Sourcebook gives it as the State of Minniasota with the numbers 331 over it and then on the other shoulder a bloodied Wolverine or something close to that, IIRC, I am not at home, so I can't pull the book out right now.

The bear is proable ment to be a wolverine, in the ComStar Sourcebook it talks about on of the recovered mechwarriors of MTribe and how one of the patches showed a bear or wolverine like figure slashing at something along with the old 331st patch.
