Yea its is over weight by .25 tons. The IS should read 1.25 tons not 1.00 tons.

Why it had double heat sinks is beyond me.

Anything can wipe the ground with that mech once it can hit it. A large Clan pulse laser with a targeting computer would be a good start.

I would drop the small laser correct the over weight issue and add another .25 tons of armor. The last thing that this mech needs to do is get in range to use the small laser. It could really use that extra five points of armor.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.

Are you taking into accounts changes to the rules from when the stats first came out for this mech? So differences in rounding will cause things to be different do to the fact that up and down rules for the rounding have changed both in the fact that fractions are rounded now where as before they weren't and no one worried that much about them.

A 15-ton 'Mech's endosteel frame should be 1 ton, or 0.75 tons if using fractional accounting. In other words, the structure is correct.

Because it is an advanced design. The manufacturer might not have access to primitive equipment like SHS.

In this specific case, the 'Mech has an XL engine. The XL engine's shielding is the same as the materials of a DHS's radiators, so you're already using DHS materials in the 'Mech.

Oops my mistake. I was thinking 25 tons not 15 tons.

The original used two ER Medium lasers, making it 0.5 tons overweight.

Care to scan and post this from the flyer? Because I entered what was there on the flyer I have. And I can post that same flyer in about 7 days, once I am state side.
