Being that you are under Vista... hmm, is that an x64 install or 32 bit? If it's 64 bit that could be your culprit right there, though given BMD's age I'd be suprised if it didn't throw a 'this executable is for the wrong OS' error instead.

Have you tried setting the compatability mode for it to an older version of windows?

To be honest, I'm suprised the installer even STARTS given the last time it saw an update was five years ago, and it's mostly legacy code for Win16S and not a true win32 app.
