Can't play due to restricted access

Just came back to Neveron after a huge time away from my game, and found one of my empires still standing (only level 1, but still) So I logged in, claimed new land, built cities, bought units, and logged off while I waited for my purchases to arrive.

When I logged back in later, I was told my privilages were restricted because of "Insufficient Emperor Activity" and I could no longer do anything. However, I AM the emperor. I control the person labeled as "Commander in Chief:" on top the screen and am the only login for this empire. How can I get out of this restricted mode where I can't do anything?

This was posted in the bug report forums originally, but since apparently noone visits them, I'm posting here too. =/ hopefully noone decides to attack me before I can deploy my new units...
