I just started and was woundering how to post a mech and where I can start playing

Mechs can be posted up in the Design forum ("BattleTech 'mech/vehicle/etc discussion"). You post your designs just like making another post. You might want to eyeball some other 'mech designs to get formatting ideas.
As for playing the game, you'll have to find players in your area of the world or get into an on-line game like megamek.
