commando, javelin, are the most affordable <40 mill. Higher up are better like the firestarter, ssasin, withworth, vindicator.

Noob 'mechs face noob vehicles.
Had a javelin once, that ran afoul of a vng-4. Got an ac in the ct, but nailed it at the same time.
Too bad that was before the noob repair bay, and I didn't have one yet those days.
(edit) Besides te question was for noob mechs, and those all qualify most. Although these days you're better of buying a decent LW 'mech, double the cost but it stays valuable for long time. And those can survive easilly up to mid-level combat.(/edit)

I always start with the Whitworth . The duel LRMs outrange any INF and it is jump capable . If I want to go really cheap the Commando or the Javelin are good too . Wyvern is also a good all around mech to start with .

Mechs' main use is to avoid constant criticals and to have physical attacks. Thats all. My favorite early mechs are Spiders, the Hussar, and maybe a Firestarter or two.
If you want early fast firepower, go for a Hussar. If you want jump jets and potential death from above attacks, go for a spider. If you just want to see an army die, go for firestarters.

in order to use snipers, you need elite vehicle gunners. some quick light mechs do the job very well at lower lvls. even if you can field skilled snipers, a single firestarter will hunt down jeeps or geckos scattered over the whole map much quicker then snipers can do. those scattered jeeps are the defense you will find most of the time at level 4 and lower.
time is an important factor, if your opponent has city artillery.

A 'yeah' on the FS9 and WTH. Those can handle vechs with bigger guns quite well. For light speedbump and stealth tower hunting, I'd go for a Spider. Sdog is right. Speed is crucial. And anyway... Rusting on the border of some map pooping out little idf shells is boring :-)

SNP-1 are the best for most empires. However you will need to be sure their gunnery skill isn't worse than, say, gun 3. You also need a good sensor unit. My suggestion would be a TWAC, though at higher levels you should go with a Clops or a Raven/ott.
