You can only request a merger from the PRIMARY login of the empire that you want to merge INTO another empire. That option can be found under the login section as per the update information. SECONDARY logins can NOT request a merger, and so the option will not appear on the login page.
After you click the merger option, you will be asked to enter the name of the empire you wish to merge with. You then click thru a few additional verifications. Then the merger process from that empire is done. You will still have an option to cancel any merger requests from your login / empire until it is submitted to the admins.
UPDATE: The Admins have added the seperate costs for a merger, now displayed from the empire to be absorbed...basically follow the above instructions, and you will see the cost to merge clearly along the top of that page.
At this point you go to the empire that you want to merge INTO. From the login section, of the primary login, for the empire to receive the other empire assets, you will see an option to look at merger requests. On that page you will also see the DP cost related, per empire, and the option to accept or refuse any merger offers.
The next step to complete would be to accept the merger requests. In the case where you are doing more than one request, simply accept all requests, and your total DP required will be reflected on that page.
Then you must SUBMIT the entire request into admins for a final review. They will look for such things as empire size reduction to avoid higher merger costs. Once that step is completed, the merger is submitted to an automated program to complete the merger.
A final clarification on the DP...the empire submitting the merger must have the required amount of DP in order to even submit the merger, on that primary login. So if you plan to do a merger, get your DP ahead of time.
All war types will affect a merger. Once DoW or FWar is declared, that empires mergers are canx and can not be resubmitted until the war ends. The wars canx THAT empires merger status. If there is a main empire merging 3 smaller empires, only the 1 smaller empire that is at war gets dropped from the merger request. If the main empire being merged into gets war'd, then all other mergers are canceled as well.
I dont know all the seperate costs due to not having access to a primary login for all the various empire levels. [The range of 10 DP to 500 DP mentioned in an older update is incorrect. A later update clarified that.]

I assume that the previous limitation that an empire could not merge beyond a L14 still applies...
Other notes of interest...
Some mergers have taken less than 8 hours, others have taken several days. Its basically just when the Admins happen to pop in and look at merger requests, and process them. At one point there was a request to open a help ticket as well. Not sure the help tickets are needed any longer since the automated process has been used. If your merger sits waiting more than a few days, then open a ticket. In the case where your merger has bene completed, please go back and CLOSE any merger related tickets you may have open to reduce back log in Help Tickets.
