How to conquer another empire?

Hello, got a question:
When my empire was level 0 I attacked another level 0 empire and won. Then it said that another empire have surrendered. However, their land is still there and I cannot attack it anymore to take possession of the land. It says that there is a long period I have to wait before attacking, but this empire will stay at lvl 0 and currectly I'm at level 2, so probably I will not be able to attack it anyways.
Could someone please explain how exactly this part works?

Surrender is based on the percentage of combined damage you to do their population and BV. When they surrender, you don't get ownership of their remaining land/cities/etc, its not that kind of a conquest. Usually what happens during war is a couple of cities will change hands, units will be destroyed, and eventually one party or the other will reach their loss threshhold and "surrender". The thing to remember is that in Neveron surrender is a means to protect an empire by way of code that is getting shitbeat.
What you need to do at this point is find a new target. You already beat that guy, and unless he levels up to you after a month has passed you will never be able to fight him again.
Nev wars are kind of strange, but after a bit of time on the map fighting them you will understand the concepts a bit more naturally.

you can't conquer an entire enemy empire like it used to be. like katrar said... you can only destroy or capture units respectivily cities until the enemy surrenders.
Surrender has been coded to protect total annihilation of an empire and it's based on you're total population and bv. you can set your surrender rate in the war pages 50% 40% 30%. for example, if the enemy chose 40% than your enemy will surrender when he experiences 40% losses from the start of the war.
you can capture cities, take land as long as the empire isn't surrendered but, if you destroy so many bv in a zone that triggers a CF(=cease fire) or surrender, you don't conquer that particular city. in case of a CF, you can keep on killing stuff in that battle, and take the city after the empire is out of CF. in case of a surrender, the battle should end and you're units will be shipped home and don't get the city nor will have the chance to take it within a month.
