Unit Engineer

Back before Sarna.net got the Wiki, there was a program that could be downloaded from here called Unit Engineer. Pryde Rock has that program available for download, and I was wondering if anyone here has any knowledge of it, and how to create new tables for it? The tables open fine in a text editor, I just can't figure out what all the numbers are for.

I created that program a long, long time ago -- sorry, I don't quite remember what the columns were for.
