Infantry deactivated ?

Hello,
i'm new and i have a question : why i can't assemble infantry squads ? Are infantry deactivated in game ?

Infantry were removed from the game awhile ago, so you will not be able to assemble squads or buy Infantry weapons.

So why there are still research goals like Motorized Infantry and such ? Just prerequisites for other non-infantry research ?

also when infantry was taken out we were promised that they would be back.......lol.......
