Researchable Tech for cheaper structure.

MB once mentioned that it is extremely expensive for higher level empires to rebuild nowadays so I was just thinking of a series of techs that can be researched to make Infras cheaper.
1) The tech should not be very easily accessible - it is intended for mid to high level empires to be able to improve rebuilding/expansion cost. 2) This only affects regular residentials/comms/factories/Research Fac 3) This does not affect BP/ND cost.
Here goes: Improved Building construction Level 1 - 4
Level 1: 2000 RP - 10% reduction Level 2: 5000 RP - 20% reduction Level 3: 10000 RP - 30% reduction Level 4: 25000 RP - 40% reduction
Probably can still be improved upon.

This is wrong, because while rebuilding a higher level is prohibitively expensive, it's the same for lower levels.

I thought about that too. Lower Level Empires are still able to rely more on spreading lower CF/Storey throughout their empire without compromising too much. At the same time, if anyone is keen in it regardless, they would still go for it.
Alternatively, I suppose the research can be further spread out to 10 Levels, with the lower levels more achieveable with lower level empires.
Alternate Suggestions:
Level 1: 100 RP - 4% reduction Level 2: 200 RP - 8% reduction (cumulatively 300) Level 3: 500 RP - 12% reduction (cumulatively 800) Level 4: 1000 RP - 16% reduction (cumulatively 1800) Level 5: 2000 RP - 20% reduction (cumulatively 3800) Level 6: 3000 RP - 24% reduction (cumulatively 6800) Level 7: 5000 RP - 28% reduction (cumulatively 11800) Level 8: 7000 RP - 32% reduction (cumulatively 18800) Level 9: 10000 RP - 36% reduction (cumulatively 28800) Level 10: 12000 RP - 40% reduction (cumulatively 40800)

100 rp for most new low level empires is an asinine number to try to achieve, hell, its ridiculous for most not new low level empires.
how about instead we just leave building costs alone, if somebody wants to make rebuilding a tad easier, look into class points.

Building costs for 4 levels were doubled a while back.
