Take the top 3 land war empires from each empire level and give the winner of a 'lottery' the ability to name one unit that will have its skill of choice changed to -1.
Then those winners would be sent to a lottery that would allow one unit -2.
This would remain in effect for 1 nev year. This could be awarded to units that weren't in a war, such as the commanders mech thats hidden away or whatever.
Would suggest that no more then one entry per primary log in be allowed so this spreads the chances around to as many people as can be done, and avoid people leveling up/down to try for more chances, as well as those people that have multiple empires at the same level.
Also would suggest a minimum number of empires needs to be in the running, such as 20 or more. Otherwise, some empires would always win in the high level catagories. This can be discussed if things go well.
This is just a suggestion, but other 'prizes' for activity could be set up like this. Maybe some free tp.
