neverstarting war

yesterday I tried to engage in a low lvl war, it lasted aproximatelly 1 minute, thats the time I spent trying to declare the war.
i always received amessage like "you cannot attack because the target empire is out of the noob island" or something like that.
Needless to say my empire was out ot the noob island too.
is that intended? Is there any rule Im not aware of so that you cannot attack low lvl empires out of the noob island?

Sounds like either you or the person you were trying to dow has zones on/off noob island. There are more then a few empires that have this issue with them.
Try dowing another empire, or atleast checking to make sure you have no zones on the island. Dont know if this is the first time trying it after moving off the island.

I double checked my empire (just in case) and no, i dont have anything in the noob island.
I also double checked the target and it is walling some high lvl empires so it looks like they are abusing a bug for walling high lvl empires with an empire that would be unnatackable even if they remove the rule of single city empires not being attackable.
way to go cowards!.

Please submit the target empire information in a help ticket and I will look into it the next time i flush all the empires with zones on both the mainland and Noob Isle
In many cases what seems to happen, is during the move from Noob Isle, the process that completes the moves gets hung up on some step, and then never actaully ends up unclaiming the Noob Isle zone(s).
Once that happens, that empire will trigger one of two errror messages when another empire tries to attack it. When attacking it from Noob Isle, the error says its on mainland. When attacked from the mainland, it says its on Noob Isle.
While I cant state for fact that there has never been a player that has somehow found a way to abuse a loophole and manually claim Noob Isle zones, in most cases it is simply an error when leaving Noob Isle. Later that empire with the mixed zones could then be merged into a larger empire, and that Noob Isle zone then transfers to the new empire, making that empire appear to have 'cheated' as well.
