How about "Minerals On Demand (MoD)" ...

... via simply setting up a second 'instance' / 'clone' of the FFA which rewards succesful enemy unit kills with _small_ amounts of scrap metals - which get miraculously / magically 'transformed' into processed, ready to (re)use minerals (classic loot drops) [simply for ease of use / coding, no need to make it harder to use / code for the sake of 'realism' / 'immersion', many - if not most - of the people will be in for 'the cool and easy loot' and won't care much about a fancy 'story' / background] - instead of TPs?
The more people partcipating in the new "Minerals On Demand" 'tourney', the more minerals to sell at the marketplace or to use for your own small production runs ...
Best of all, a simple game mechanic which rewards everybody willing to actively play the game instead of only passively sitting on a mine which only a selected few big empires could afford to protect and or set up and run ...

Or how about relaunchable (e.g. only once weekly / monthly per empire, to help prevent excessove (mis)use / 'farming' / 'botting' - and or massive PvE related server lag), PvE conflict related (AI pirates defending their stolen minerals), resouces gathering themed, "missions" / "Auto-Quests (On Demand)" with small amounts of minerals as an added incentive / reward?
