In the MAX tech book, there is a optional rule about this system called the Variable target system which takes half a ton and the 3 slot in the head of a mech. Can anyone help me with a referance to when this item is avaiable or does it come out with the dated book of 3059?

The only reference to it is in MaxTech. MaxTech gives a little bit of date references in its intro, but it doesn't include a lot of "date of introduction" material otherwise.
In other words, your guess is as good as mine.
