At least with the official rules, a unit with ECM doesn't gain benefit from it based on its movement. ECM works against stuff like Artemis and C3. Some advanced types of ECM will even work against stuff like Streaks and Targeting Computers.

ONLY if the ECM is range of the mech or unit using the item it doesn't work if the unit if the unit is NOT with in range of the ECM.
SO unless said tank is 6 hexes or less from the other unit it is not going to do a damn thing for this tank or any of your other units you have it on. Check the rules.

I could be wrong, but if a unit using something that a ECM blocks and crosses LOS with said equipment it then that equipment losses all benefits.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.

It does say that but you have to have LOS and be in range of the ECM, other wise why would TPB give range to the ECM? We all know the ECM rules are flawed. And wait, ECM counters ECM so all the other side needs is to have their ECM in ECCM Mode, which would jam ECM on ATN's tank thus rendering it mute and pointless and then it doesn't stop the ArtIV from working.
