So I was playing around with HMPro and this came about...a slow moving artillery mech. Not even sure what it would be used for but it looked like a funny idea and I went with it.
I could see it used as part of an assault but it would tie down units to defend it. I would chalk this up to a either a failed effort by the SLDF (new or old) or the WoB or ComStar.

With two guns that things ammo supply wont last long.
I would drop on of the guns, cut the weight with increasing the speed, and add more ammo.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.
I was a Major *pain* before
But I got a promotion.
I am now a General *pain*
Yay for promotions!!!

Good points if it was a series attempt to build it. I was just playing around but I can get give the suggestions a try, who know might get a better mech out of it.

I think my Nashorn design would fit the bill of your requirements at only half the weight, faster ground speed, jump mobility, factory A/C and 1/3rd the cost, allowing you to field three. Granted, it doesn't have the range as a Sniper artillery, but throw in a TAG unit to round out the lance and you have some serious mid range artillary
