Megameklab. It runs on windows.
Try 0.1.23. It has most of the items except the newest 3145 stuff.
You can make non-tractors and trailer vehicles with ease, Mechs too. There are a couple bugs, but nothing that compromises it.

- MMLab is a VERY buggy program. It does have a lot of equipment (whatever MegaMek has, actually), but you'll notice that editing BA and Vees produces a lot of bugs. 'Mechs should be ok, though.
- Solaris Skunkwerks is very good for 'Mechs, Probably the best. But the vehicle program hasn't had much attention lately and some of the MTF tags are incorrect when exporting for use in MegaMek. I've heard the paper record sheet printing has been fixed, though.
- Don't bother with HMP. Unless you're printing paper record sheets for pre-3075 units, it's not worth using.

Nothing for the Android and unless you want to waste time with Megamek, then the best thing is to re-install HMPro, it will work on Win 7 and Win 8.
As for free well you have a few choices, but none are as user friendly as HMPro.

MML, as of 0.1.23, has very few bugs left on the vehicle section. I don't know what TigerShark has, but based on his post I'd say he's still stuck on 0.1.21.
