Where would I find the complete rules on these? TW: p.142 deals with TAG but it's hopelessly brief.

The rules for TAG and artillery are listed in Tactical Operations.
If you want an older, less expensive rule set, Battletech Master Rules have TAG and (out of date) artillery rules. BMR should be available on ebay for pocket change.
Note that Tactical Operations considerably improved artillery, changing ranges and flight times compared to BMR. You should find it more useful now.
