Some factions had forces set up around the periphery set up for low intensity conflicts. These 2nd and garrison line forces were often dumped with some of the cheapest and most outdated equipment. For example, the Bulldog Medium Tank. Forces with these attached often suffered greatly from conflicts simply due to the sub-parness of their vehicles. As such they often suffered high casualty rates.
Some of the more veteran Bulldog crews that did manage to survive for a while one day said they had enough with the cheap crap they had to put up with. After a conflict with periphery forces, these Bulldog crews would scavenge the enemy's fusion engines before the Mech lances arrived to take the scavenge for themselves. When shipments of stream SRMs or X-Pulse lasers arrived at their fellow's doorstep to replace their equipment, the Bulldog crews would raid the stockpiles while everyone had their backs turned and replaced them with normal SRMs and Large Lasers from their tanks. The systems looked similar, so at first no one assumed foul play and thought it was a shipping mistake.
Some people got suspicious, but thanks to some repainting of the lasers and SSRMs and a couple bribes the Bulldog crews were overlooked for some time.
These modified bulldogs were extremely successful in the periphery. So much so that some assembly lines started to create their own versions of these field mods in the factories.

intersting take on the tank.
Not sure when the streak 4's or x-pulse lasers came out.
I do like the idea of the tankers scavaging before the mechs got there.

I checked, both came out only a few years before 3060, so it fits the timeline by a slim margin.
