The Devastator is basically a regular Demolisher with a fusion engine. My upgrade to the normal Devastator begins with an XL engine on the demo. Then I stripped a bunch of the non-essential weapons and re-invented the Demolisher. I believe it is more capable in urban environments now, because it is much more capable of defending itself from infantry, with 5 SPLs bristling everywhere.

might have been better to mount some gauss rifles to the tank. I know it wouldn't be easy, but more likely to survive.

You could do a Gauss/AC20 mixture, it would give the tank some range and allow it to use the oddness to trick folks into a close fight.
