I vaguely recall that industrial mechs cannot be created as omnis.

It could. It would be a good choice. Many older items end up on out on ranges as targets and mechwarriors do need things to practice against.

Put remote control unit on the industrial mech and you have a nice target drone.

If you have read some of the novels, the Dragoons used a robot like unit as training tools for infantry on Outreach, so having something for mechs would make sense.
