I will assume this is a fuel truck with ice fuel. Though having a fusion engine in it makes me wonder. Except for weight, a fuel truck seems like it would have an ice in it.

The idea was to have a fuel unit that did not need to use what it was carrying, thus keeping things even easier on an already over burdened logistical train.

I'm going to necro this four year old post to say that I thoroughly approve of a fuel carrier that doesn't use fuel.
