I will assume this is a fuel truck with ice fuel.
Though having a fusion engine in it makes me wonder. Except for weight, a fuel truck seems like it would have an ice in it.

The idea was to have a fuel unit that did not need to use what it was carrying, thus keeping things even easier on an already over burdened logistical train.
