Various 'Mech construction software packages will generate them. I know Heavy Metal Pro makes a nice record sheet, and it comes with a fairly good selection of 'Mechs.

If I recall correctly, Sarna's wikipedia has the stats on 'Mechs. You'd have to copy them to a record sheet, though.

Official record sheets books exist, as commercial products. You're welcome to purchase them and make copies for your personal use, but it would be legally questionable for anyone to offer these as free downloads I think.

I think most people use MegaMekLab or SolarisSkunkWerks to get that information. (Those are free software packages, and have lots of Mechs statted in.)
http://bte.battletechengineer.com/ is also pretty good, and generates record sheets you can save. Once you've searched for a 'Mech, it looks like you have to click on the 'Mechs name (or on the MegaMek link all the way to the right) and then scroll down to a .pdf link just under the quickstrike card image.

I am not a lawyer, but...
Duplicating the information should be legal, whereas (if I've been informed correctly by the august personages over at The Official Site) duplicating the exact appearance of an official record sheet is not. Seeing as MegaMek and Skunkwerks threads have not been banned from that site per their Rule #12, MegaMek and Skunkwerk sheets must be considered sufficiently different in appearance. Any sheet that is at least as different as those are then would have to be considered acceptable.
