Why is the engine 190-rated? The 'Mech is 30 tons and the movement is 7/11.

No problem.

About the design: it's interesting. More jump jets than the Clan norm, but it doesn't seem to be an omni so you'd have to permanently mount them. It is a bit lightly armed for a 30-ton Clan unit, but it'd make a flexible anti-Inner Sphere scout- and vehicle hunter.

A 7/11/7 'Mech with 2 MLs and 2 SRM 4s would be a solid IS design. You've got something interesting here.

It has too much ammo for an early clan model. But by 3075 they might have learned to carry some more ammo.
But it does have some qualities the innersphere would want.

To lazy to look it up right now, but with the engine change, is that going to affect the loadout?

You could add a ER Small Laser if you just dropped one point of armor, 104 points of standard armor would weigh 6.5 tons.

I would do some radical changes with your design to greatly improve its weapons.

I would upgrade the I.S. to endo-steel and give the mech FF armor. That would free up three tons. What I would use that weight for.

Drop one ton of SRM 4 ammo and upgrade the SRMs to Streak SRMs
Add two more Streak SRM-4s

That would give you 2 ER Medium Lasers and four Streak SRM-4s with one ton of ammo. If everything hit you would have two penetrating weapons and 16 scattered hits all over the target.

Or

Drop a ton of SRM ammo and upgrade the SRM-4s to Streak SRM-4s
Add a third ER Medium Laser
Add two more double Heat Sinks.

That would give you three ER Medium Lasers and two Streak SRM-4s. If everything hit you would have three penetrating weapons and 8 scattered hits all over the target.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.

I agree with the other comments...a Clan 'Mech would almost always be made with both Endo Steel and Ferro Fibrous.

The SRM ammo could safely be dropped to 1 ton...that still gives you 12.5 full rounds at full fire, and a 30-tonner wouldn't ordinarily be expected to trade fire for that long, plus you wouldn't always be in position for prime shots, so the ammo would probably last you about 20 rounds of combat. Trading up to Streaks will give you much better staying power, as there are no wasted shots.

A few little tweaks would turn a moderately dangerous machine into a beast.

Clan 3050 Mechs without Endo Steel:
Nova, Mad Dog, Hellbringer, Summoner, Gargoyle, Warhawk, Executioner, Dire Wolf

Clan 3050 Mechs without Ferro:
Kit Fox, Nova, Hellbringer, Dire Wolf

So 50% of the most common mechs in the clan touman don't have endo, 25% don't have ferro

Other Mechs without Endo
Phoenix Hawk IIC, Marauder IIC, Behemoth, Kraken, Crossbow, Supernova, Turkina, Snow Fox, Icestorm,

Without Ferro:

IIRC, the ones without Endo/Ferro are the ones without sufficient Crit space (accounting for all listed Omni variants, note that Endo/Ferro crits are placed on the base chassis and therefore cannot be moved to suit the variant).

All the lighter 'Mechs with ample Crit space mount both.

Also note the use of the qualifier "almost"
