Where would this be of any use? With a top speed of 32 km/h the war would be long over before it even got down the street. One can get well under its min range of its main weapon in no time flat.
Why argue if the glass is half full or half empty, when you know someone is going to knock it over and spill it anyways.

This would be a semi mobile tower for defense. You could at least change positions to avoid artillery fire.
It seems there is a laser kick to the last several tanks posted. It does change if from the same old/same old, but I think it puts it at a disadvantage to more mobile units. Granted, if they are base defense, you don't want them even thinking of pursuing the decoy probe to have you chase them.

The armor was more of use of tonnage, the original had less armor and more ammo, but that never worked well in several fights, so I went the opposite way, the concept can still be adjusted as things improve for it or something else comes to mind to tweak it a bit.
