Y'now, don't recall there being a light PPC config of the Locust in canon, so I decided to give one a try:

Nasty build. Things like this are what the LPPC was meant for--range on lights. I'm gonna have to put this into Megamek for a laugh. Was going to disapprove of the armor then I realized how fast it was....And for 20 tons how much armor do you want?

4 tons is the armor load on the original locust. Ferrous fiber gives it 5 more points. The wasp and stinger are only 3 tons. So besides the ppcs, the armor and speed it better then the original. And from the looks of it, it is maxed on internal vs armor loads. Can't do any better.

With the speed, this unit could actually worry the heavier units. Not a real good idea to try for long, but at least it has a small chance to discourage pursuit.

If you want a real laugh, someone on CBT pointed out to me you can drop the ERSL, a half-ton of armor, and add a small cockpit to fit two PPC capacitors.

Its almost worth dropping another ton of armour (because let's face it, if you get hit, you stay hit, anyway...) for an extra heat-sink so you can stay Heat-Neutral at that point... BUt I havn't vetted for Crits on that design yet.

EDIT:

On thinking about it, not really needed... Who cares if you build 22 heat on your firing, your next turn is a bit cooler... If you absolutely needed it, you can do it... It leaves you with only 2.5 of armour, and a Heat Dissipation of 22, AND only a Single Critical Free... BUT, its Possible...

Damn its an expensive little Buggles at that point, though.

Just fire 1 ppc if you are worried about the heat. And remember.

Had a duh moment with the capacitor 'issue'. Saying heat would possibly be a problem. Do a 2-1-2-1 firing pattern, where you fire only 1 ppc on alternative rounds. Or wait a round as capacitor recharges.

Maybe you should see about getting an ecm put in to avoid the streak issues.

Two capacitors on LPPCs wouldn't strain the heat sinks at all if sustained fired, or even when alpha striking.
