I will fill in the fluff once I get the rules and math checked.
I want to give a shout out to Cray and the Sub-Cap weapons. After closer review and a lot of studying real world Naval Rifles, I find myself in a position to say I was wrong. I always desire Battletech to have its concepts and mechanics rooted in a degree of real world influence. The Sub-Cap weapons fit perfectly when you look at the large Naval guns (12in and above) and you look at the smaller ships with their 5in and like smaller sizes.
I was wrong in criticizing the Sub Cap weapons before really giving the idea a fair review. I wanted to supply the link of where I made this mistake, but I can't find it.
Cray, I made this class using your Sub-Capital weapons. So lets see if I got the concepts down correctly. BTW I know I failed to equip my Broadsides. Can you figure out why? lol

Named after the father of New Earth's modern Navy, Thomas Rein laid the ground work for a navy with the capability to move the bulk of New Earth's forces from one battlefield to the other. It was Rein who demanded that the Aegis II program not be cancelled, and pushed for the warships to be introduced in to New Earth's Navy. Citing the continuing threat to New Earth's security and worsening relations between New Earth and Tharkad, the New Earth Navy requested a new ship design that would be used to help supplement New Earth's Aegis II Class Cruisers.
Six designs were set forward for review, the first two designs were for large heavy battleships. These designs were rejected because of the resources involved in building the ships. New Earth simply couldn't afford to build large resource demanding Battleships. The third design was a Heavy Cruiser which was based closely on the Aegis II design with less thrust but more weapons. This design was rejected due to the current production line of the Aegis II. A forth design was a completely dedicated carrier that weighed nearly as much as the Aegis II, but lacked the fire power of the Aegis II. This design was rejected because the Navy was looking for a combat ship. The last two designs were Destroyer designs. One on the heavy side while the other was on the light side.
The heavier Destroyer design was chosen for the next line of New Earth warships. The original design offered an impressive array of fire power. The designers of the Thomas Rein actually got their hands on the original design plans of ship concepts being laid out for the Lyran Alliance and built the Thomas Rein to counter these designs. The Thomas Rein would match speed with heavy hitting ballistic weapons meant to shatter enemy warships. However, two major events would drastically effect the overall design of the Thomas Rein.
The first major event came in the form of the Lyran blockade and trade embargo of New Earth in 3058. Then came Katherine Steiner-Davion's raise to the Federated Commonwealth throne. Katherine Steiner-Davion had long resented New Earth for its drive for independence. Once she had secured power on both sides of New Earth, she ordered a halt in technical and resource support for New Earth and a number of its weapon programs. She further stopped all Federated Commonwealth trade with New Earth. This placed a massive strain on resources across New Earth but hit New Earth's weapons programs the hardest.
Because of the Trade Embargoes leveled against New Earth, Harthford Shipyards was unable to import the massive Naval Autocannons needed for the original Thomas Rein design. More importantly, this placed a massive strain on current Naval Autocannons in service already across the Tau Ceti system. Because of this, New Earth's Defense Command ordered that current supplies of Naval Autocannon rounds, Cannons and spare parts would be reserved for Tau Ceti's growing Strategic Defense System (aka as SDS) and to a lesser degree the Aegis II program. The order literally gutted the Thomas Rein of its primary weapons. This forced the design teams to return to the drawing board.
Because naval class energy weapons were being built by New Earth Advanced Technologies, the design teams shifted the weapons load-out from a primary ballistic load out to an entire energy based weapons load-out. The Thomas Rein was fitted with twenty heavy Naval PPCs, thirty-six massive naval laser 55s, twelve light naval laser 35s and twenty-four anti-missile lasers. The genius within Thomas Rein's design is the fact that the designers removed all the broadside mounts and loaded the fore and aft side mounts with the bulk of the weapons. This allowed the ship to shift nearly sixty percent of its weapons between forward or rear arcs to the side arcs. While the ship lacked powerful broadsides that is common among warships, the Thomas Rein packed a sizable punch for a ship its size.
In true New Earth fashion, the Thomas Rein was fitted with massive engines allowing the ship to keep pace with the larger Aegis II. This extra thrust coupled with a thick armor belt, gave the Thomas Rein a sizable advantage against ships of equal size. The Thomas Rein was fitted with two dropship collars and the same level of focus to crew comfort as seen on the Aegis II. Just like with the Aegis II, the ship carries two sails and more than enough life boats and escape pods for the entire crew. The Thomas Rein does not come fitted with a Combat Information Center, but does come with the upgraded communication systems. While this did drive up the cost, the Thomas Rein will be able to operate within the same network provided by the Aegis II. This only increased the advantages the Thomas Rein holds in combat.
Due to the redesign and the delay that this caused, the Thomas Rein was not completed by the time the Lyran Invasion of 3060 came. However due to the invasion, the ship was pressed through completion. In late July the Thomas Rein slipped its slip and completed its space trials the following month. For the duration of the war the Thomas Rein conducted patrol duties near Harthford Shipyards' Harbor Prime Complex and was kept a closely guarded secret till the end of the war. It was the Thomas Rein that had been mistakenly Identified by Lyran Intelligence as the Enterprise at the end of the war. This mistaken identity played a critical role in the end of the war and the complete Lyran withdraw from New Earth and the Tau Ceti system.
A marriage of thrust, fire power and protection gives the Thomas Rein a clear advantage over all other ships of the Destroyer class. When sharing the battlefield with an Aegis II, the Thomas Rein's advantages only continue to grow. Because of New Earth's continued focus on training and crew survival, the current Thomas Rein ships in service all have a Regular rating or higher. It is likely that the Thomas Rein will set the standard for Destroyers across the Inner Sphere.
In the mid 3060's citing the changing geopolitical situation, New Earth's Department of the Navy ordered all Thomas Rein class Destroyers to undergo a class wide refit. This refit was called the Raider Refit and included the addition of a Combat Information Center as well as increased armor. The armor was also upgraded to Ferro-Carbide Armor. These upgrades cut deep in to the already limited cargo capacity of the Thomas Rein Destroyer. However, this increased the ship's ability to operate as a flagship during raids on Lyran strategic sites beyond New Earth.
In 3074, some ships of the Thomas Rein Class received a second refit. Called the Picket Refit, all of the lighter Naval Laser 35s were removed and replaced by three times the number of Heavy Sub-Capital Laser systems. This gave the Thomas Rein much needed additional fire power against enemy fighters and lowered the maintenance costs of the ships as a whole. This refit streamlined the Destroyer as a fleet asset role and removed the Combat Information Center. The Picket Refit also added two additional dropship collars. During the Jihad New Earth fought hard to remain out of the series of conflicts, however regional crisis called New Earth to action in support of its regional neighbors. During these trying years for New Earth, the Thomas Rein Class Destroyers prove their worth both as a picket ships protecting the flanks of fleets against fast raiding ships or operating in small squadrons raiding strategic targets within the region around New Earth. The Thomas Rein Class Destroyers make for a great fast striking hard hitting raiding ship as well as a static defense ship of a system or fleet.
Due to resource shortages, the Aegis II program was forced to be suspended. Due to this, focus was placed on maintaining the current Aegis II's in service and completing the Thomas Rein production line. During its production period, the Thomas Rein was produced at Harthford Shipyards' Harbor Prime Complex (at a rate of two every fourteen months), and at the Terada WarShip shipyards in Draconis Combine's Dieron system (However production of the Thomas Rein end at Terada shipyards when these shipyards were destroyed by the Word of Blake in 3078).
Thanks to a sound showing during the conflicts known as the Jihad, Harthford's Thomas Rein Class Destroyers have become one of the most widely commercial selling Warships within the core of the Inner Sphere. The move to sell these warships on the open market shifted New Earth and Harthford Shipyards in to the spot light as a weapons dealer for regional and local powers. While both variants remained in production through 3080, the Picket variant is the most common ship of this line.
