Hadn't really thought about a towed piece of equipment for battle. Nice unit to set on top of a mountain or hill no one can reach. But the issue with it being alone isn't addressed in the rules.
Though one issue might need some information. Turning the unit for new firing arc. I know a vehicle can do so, and the game isn't good about logic, but it does ask to be answered. Would you have to hold a round of fire as you reposition it? Also, would it be considered stationary if not being towed?
Would definitely be a nice pillbox set up for tight confines like a mountain pass.

If you want to change the Howitzer's facing, you'd have to tow it to its new position. It can't turn to a new firing arc by itself.
I like trailers. One of the first things I designed was a trailer. It wasn't very good.
I feel like this one is a bit too heavy and poorly armored (and suprisingly expensive) for its usefulness. More vehicles could tow a 30 tonner with one Gauss rifle, and it could cross more bridges, making lighter more practical.
