The Caesar is the result of a Crossroads project to place the biggest artillery piece on the quickest chassis available. The result is a bloated and expensive 100-tonne hovercraft. The cost may be considered prohibitive to some, but the Caesar is as fast as a Mad Cat while sporting a huge Long Tom, making its role rather unique. While not as swift or easy to transport as an Arrow IV based platform, the Caesar has the firepower and reach (and probably ammunition supply) that lighter hovercraft can only dream of. Its firepower-mobility combination makes the Caesar a highly prized and desired asset in Crossroadian Armored and Mechanized Divisions.
The Caesar Mk.IA uses Reactive Armor in place of Standard armor, making it resistant to bombs and counter-artillery fire.
The Caesar Mk.II uses a more powerful 275 FCE that further increases its mobility. A Mk.IIA version that is modified like the Mk.IA also exists but is less common due to cost issues.

When did they increase the weight of hovercraft?
Other then that, the only suggestion would be secondary weapons, or anti missile system, but used right, neither is really required.

They didn't. This is made with the Superheavy vehicle rules which allows the maximum weight to be doubled.
