This unit would be for garrison or solhama units of Clan worlds, probably not only the vehicle friendly Clans such as Hell's Horses.
Like other Hetzers, it depends completely on its One Big Gun, in this case the vaunted HAG-40. Highest possible damage of any Hetzer (barring an Ultra-AC20 variant), with fantastic range; 24 hexes! Cost and required level of maintenance sophistication is kept low by using a Fuel Cell engine; the logistical tail needed (for H2 fuel) is acceptable on a garrison unit which operates near home anyway.
Protection against infantry and crits is provided by LMGs in all arcs, and 8 tons of Hardened Armor. Clan units get CASE by default in case the LMG ammo or the HAG gets critted.

Putting aside the hertzer being one unit I seriously doubt the clans would bother copying, this version is something that all would have to worry about. It definitely has the reach out and kill someone factor.
I know a few that would say adding in a small laser to use the heat sink, but don't see that really being needed.
Some minor fixes. To protect against ammo and hag explosion, you need 2 case units. One for body, one for front. Second would be the movement penalty for hardened armor.
The horde tactic would work with this one.
The one thing that might improve the unit is making it tracked so it could go in more terrain, but not that needed.
