I highly doubt that this would be an effective mech. Aside from the gutwrenching the pilot will be experiencing going 518.4 kms/h or 322.1 mp/h, I doubt anyone would buy this given the price tag and extremely narrow niche it can fill. If you want TAG with that kind of speed, you should consider a small hand held TAG unit on a motor cycle. While the hand held TAG unit might be an expensive piece of tech in the Inner Sphere, it would probably get more use than a 4.2m C-Bill wreck after a failed piloting roll.

Hmm. If this thing moves near its flank speed, it's going over 25 hexes in one turn. Target movement modifier to hit this thing is +6 automatically. That is going to be a VERY difficult target. To have a chance in hell the attacker would need to be at short range, not moved itself, and have a pulse laser/targeting computer combo loadout. (or something similar, like pulses/AES, or Artemis V/AES, maybe some other possibilities.)

This fast little bugger could indeed have some use.

If I know I am expecting it, it goes from being very difficult to not very hard at all; bring along a unit with an artillery piece and just target the hex that it is in. (crazy fast units and vtols are why I like units that have integrated artillery support, or even combination units that are part MBT/part mobile artillery.)

Tactical Operations and the older Max Tech offer extended movement to-hit penalty charts, if you want those optional rules. I designed a TAG VTOL just to exploit them.

I think it's more at risk from falls than enemy fire. Make sure it has a good pilot.
