The idea behind this 'Mech is to create a unit with XL mobility, but without glaring XL vulnerability. 2 pieces of Modular Armor protect the Rear Side Torsos, whilst Heavy Ferro-Fibrous Armor and Reinforced Structure make this 'Mech a tough nut to crack. Two ER PPCs and 14 Double Heat Sinks ensure this 'Mech has plenty of firepower and the heat to use it. Two Vehicular Mine Dispensers allow this 'Mech to lay ambushes or create a defensible position to provide fire support. Meant for use with a very high skill Mechwarrior.

Which is the typo? The stats saying 15(30) or the text saying 14 double sinks?
As for the mine layers, I have to ask why. Without the stats on them, it is difficult to see if it is a single mine, or just the unit that puts them down. If it is just the equipment to lay it, then what is the ammo capacity for it, and how much does it have? Vehicular suggest vehicle only, so that is another question.
The lack of critical information such as this is why I am not fond of megamek.
Honestly, a pair of erppcs is undergunned for a 75 ton mech. The use of a mech to lay mines seems like a bad use of a mech. A vehicle that could lay them would be better, though I will say, the idea of using a mech to do so, is outside of the box. So credit for that.

Besides the mentioned typo, there is a also flaw in your setup:
Modular Armor causes a reduction in movement speed (until it is destroyed). You have to factor that into your calculations.
The Inner Sphere ER-PPCs also do not seem to be practical Sniper weapons without something like a Targeting Computer to help them aim for specific parts of a mech, or a PPC Capacitor to help them deliver their full damage potential. Used Mixed Tech and carrying Clan versions might be a good idea (though Clan ER-PPCs cannot use the PPC Capacitor).
I don't really have any ideas for a name that you could give this thing, sadly.
Lastly, I should note; You need to list the critical space and tonnage of all weapons, ammunition and equipment. This is very important.
