---Designer's Notes:
--Designed more for fun than function, the Ruffian is a slow, but powerful 'Mech in the vein of the DC's Panther. Five tons heavier with two and half tons more armor, the Ruffian is propelled to the same speed with it's 160 rated engine and four Jump Jets providing an identical movement profile to the aforementioned Panther The use of a Snub-Nosed PPC alongside the standard PPC eliminates the ammo dependency of the Panther while covering the PPC's minimum range deficit. The Ruffian can fire both of it's weapons even at a run, but not while running AND jumping. Being so slow, this 'Mech requires good tactical discipline to utilize effectively, and is still rather delicate being a 40-ton 'Mech.

The Panther II has a better cooling profile and more simplistic weapon loadout. The Heavy PPC is to energy weapons what the Gauss Rifle is to ballistic weapons . Other than a better short range bracket, the Snub-Nose isn't really much better than a standard large laser or Large Pulse Laser - honesty I would say it is more of hybrid between those two than a PPC. Now if you put a PPC capacitor on that Snub Nose, you would than than have a lot more flexibility and punch with that Snub Nose, but than against, for that same 7 tons you could go for an ER PPC.

A lot of well designed mechs tend to fall into the Boring, but Practical category.
If somebody really wanted to be completely awesome but impractical, they'd probably do some of the following:
* Use Patchwork Armor and put Commercial Armor on the head since nobody can hit it.
* Put a set of concealed Streak SRM launchers in the Rear Torso.
* Trade a standard PPC for a Light PPC with a PPC Capacitor, a Spot Welder and an ER Medium Laser.
* Use any melee weapon without TSMs that isn't a Dual Saw or Vibroblade.
* Use Semi-Guided Mech Mortars and a TAG loaded with Thermobaric warheads.
* Use Laser Heat Sinks.
* Build an UrbanMech that can go 114 kilometers an hour (which I know how to do).
* Build a Land Air 'Mech.
* Challenge a Clanner to a duel, and arrive using a RetroTech version of their own mech.
* Order a Point of Elementals to Magclamp to your Rear Torso and fire on anything that gets behind you.
* Put a bunch of Pop-Up Mines in the head and shoulders of your own mech, so that anyone who tries a Death From Above on you will suffer up to an AC 20 worth of damage to their legs.
* Use Follow-the-Leader missiles or Acid SRMs.
* Bring Heat Seeking Warheads to a Double Heat Sink fight.
* Use the Medium or Heavy Rifles instead of AC/2s or AC/5s respectively.
* Bring a Mackie to an Atlas fight.

Fixed, sort of.
But yeah, if the designer really wanted practicality, they probably would switch the Snub-Nose PPC out for an ER-PPC, or use Ferro-Fibrous Armor to increase the durability.
