In my opinion a 1.5 to 1.75 civilisation as they have yet to produce energy satellites and are also not yet able to use black hole technology to gather energy a level 2 civilisation has reached.

Though on the plus side nuclear reactors and the use of HPG and Jump-Drives are a plus.

It depends on which definition is used. It's pretty clear the technology exists to harness/create type 1 levels of energy. But there is really no engineering of that scale in the BT universe. The closest thing is probably the "semi-suns" around Benjamin.

If we include the energy output of every inhabited planet and human construct it might be type 2. But no megastructures exist to obtain that from a single star.

Certainly not type 3. Requiem is probably right. It's a Type 1+ civilization.
