One question comes to mind – where were all the lawyers at its establishment?
I propose, however, the Star League would have become something similar to our United Nations Security Council – (one could only hope without the veto powers that are in force today that only a couple have access to).
If there is to be a leader it would be more plausible that all sides would ensure that the leader’s powers would be mainly ceremonial .
All sides would also have agreed upon ….
The term of the Leader and when an unforseen meeting of the House Lords is required;
Provisions regarding the impeachment of the leader under very clear provisions; and
The use of Star League Defence Force’s Military would also have been clearly detailed –
Each Anti Clan Sector would be commanded by their Houses Command Units (ie if you are a DCMS unit seconded to the SLDF you would still work within Draconis Combine Space and under the command of the DCMS);
Communication between Clan Sectors - (DCMS to RR to FC to ComStar etc) - and the sharing of Information;
The sharing of omni 'mech designs etc. (for the production of new 'Mechs) and any other weapon systems that could give the SLDF an advantage over the Clans i.e Chaff rounds / anti-elemental rifles/ammunition for infantry / pocket warships to fight within the deep periphery etc;
In the event of a joint operation is required the “security council via an election” would determine the person in overall command (this is why Focht would be so acceptable – he is ComStar not DCMS or FCMS).
There would also be provisions stating that the SLDF can only be utilized against an external force only (the Clans) and cannot be used internally, under any circumstances, as a security force (et al) (The way Liao used them against St. Ives / DCMS against the Lyran Thumb).
There would also be a clear goal for the use of the SLDF – in this case the fighting is to continue until such a time that the clans recognise a cessation of hostilities and/or their removal from the IS – and the Deep Periphery(?) OR forcing them to return to Clan Space OR until a recognisable border within the Deep Periphery is established (this therefore would be the Star League's clear exit Strategy from the War).
I would therefore surmise that just the destruction of one Clan (Jaguars) is insufficient only the removal of all enemy combatants would be acceptable (As each ruler has a duty to protect all their citizens despite them being currently under the control of a foreign power).

On a side note – I also believe ….. ”for the duration of the clan’s invasion Crisis” …. The Great Houses of the Inner Sphere will sign a document to stop (a cessation of hostilities) military border actions by their regular forces. ….. They would then immediately turn to their mercenaries and …..
Well we all know what would come next …..’ plausible’ deniability ……

So there is now a new SLDF (United Nations Military) – with a combined intelligence department that receives and disseminates information – a muti nation command and control that will be used to gather / process and distribute information so as to be a more efficient assault force.
Something the Clans are servery lacking – as they operate as an independent Clan unit to that of all the other Clan Units – there is no battlefield cohesion.
This point therefore needs to be exploited by the IS once a counterattack is initiated.

What we also know is what transpired in 2762, when Richard Cameron came of age and began his reign by ordering all house armies disbanded, and forced to join the SLDF, with the issuance of Executive Order 156. The Great House Lords refused and Richard was forced to accept this refusal, but disbanded the Star League High Council.
Therefore there was a Council of the Lords … a historical president from which to base a resurgent Star League
So why was this not used as the basis for a the political government of the Star League?
There is no way the Clans would accept a First Lord – thus undercutting the reason for their invasion.
So why resurrect a failed political system – where one person’s hubris and trusting the wrong person brought about the fall of the Star League – which it also did twice more in the Future – Kurita and the Lyran Thumb and Liao and St. Ives
So where were the historians when the Second Star League was established?
Surely they could also have advised upon a better system of government also.
