And? They have Active Probes and they have Targeting computers, along with other things and by the date you have for it, they would have access to Stealth armor and they already have ECM....

Karagin is correct. Clans invented the TC IIRC and they refined the ECM suite & Active Probe. They don't have a refined version of AECM or Bloodhound probe, but they still can produce them as demonstrated by the Ostscout IIC. Stealth armor is on the Strix VTOL which was originally made by clan Nova Cat (for the RoTS's use, but it demonstrates the capability of making them).
Stealth armor needs 10 tons worth of heat sinks though, and since this design has already filled its fusion engine free sinks, stealth is a "no" on this one without a radical armament change. 2 HLs are rather excessively heavy though. You could replace the 2 HLs with 2 MPLs, a SPL, and a TC though.

What Retry said. But if OP is enamored of the dual heavy lasers (double ten point smack is nice) and wants to save a ton, you could add insulators to them.

They can act like vehicular double heat sinks in some cases, but if you roll snake eyes you have to roll for a crit chance.
EDIT: so, don't use the IMPROVED heavy medium lasers, because if you insulate them, and the to-hit for one of them rolls 2-2, and you DO get a crit on it, it goes boom. (unless my understanding of the relevant rules is off.)
