The Council of Lords
The destruction caused on Terra had been immense. Millions were dead or wounded, with millions more left homeless the Hegemony was devastated and largely in ruins. The Star League itself was in shambles, its ruling family wiped out entirely, and the Defense Force had lost more than three-fourths of its original pre-civil war force.

However, worst of all, there was no rightful successor for the position of First Lord, while many hoped that Kerensky would assume control of the Star League, events would conspire against him with no new First Lord and the rival Great Houses already conspiring to pick apart the League's dead corpse.

In January 2780 General Kerensky, in his capacity as Lord Protector, transmitted a request to each House Lord to attend a Council of Lords, within Unity City upon Terra, to determine the rightful successor for the position of First Lord.

Citing security concerns each House Lord procrastinated as they strategized the best political strategy to obtaining the throne / ramped up their personal military / attempting to induce SLDF military units to defect to ‘their’ House / initiating their spy organizations to determining if they was any leverage that could be used to force Kerensky’s hand in ‘announcing’ to the citizens of the Inner Sphere whom the next First Lord would be.

For the next year Kerensky initiated reconstruction projects whilst expanding and maintaining the integrity of the SLDF and ensuring the Hegemonies internal security.

[Note: Aleksandr Kerensky’s wife and two sons become known to all the House Lords sometime in August 2780 – they were then on the run from operatives with orders to kidnap them.]

It would not be until early in February 2781 that all of the House Lords would have arrived within Unity City upon Terra to begin discussions to determine the rightful successor for the position of First Lord.

With increasing disappointment Kerensky saw that the feuding House Lords were simply unable to choose a new leader of the Star League. However, while the House Lords could agree on little after the conclusion of Amaris-Kerensky War Kerensky was able to convince the House Lords upon three issues that would become known as the Terran Accords, and were ratified on the 25th of December 2781.

The Terran Accords – The Rise of ComStar & The Fate of Terra
First Accord, among the most important technological advances of the Star League era was the Hyperpulse Generator, a variant of the technology of the Kearny-Fuchida Drive that allowed interstellar communications possible and subsequently the smooth rule and operation of massive Star League and Inner Sphere, all knew that it was vital the HPG network be restored where damaged and maintained where not. Jerome Blake the former Minister of Communications proposed (with Kerensky’s backing), to transform the Department of Communications into a neutral trans-national corporation dedicated to the operation and preservation of the HPG network, renaming it ComStar, the proposal was ratified by the House Lords in exchange for each House owning ten percent of the stock and acquiring one seat upon the Board of ComStar each, ComStar would hold the remaining fifty percent as well as holding the CEO and CFO positions.

Therefore preventing any individual Successor State from seizing the HPG interstellar communications network and subsequently misusing the network for their own destructive purposes. Whilst at the same time maintaining a backroom channel for communication between all the Great Houses.

The Second Accord, To ensure there are no territorial disputes by the Great Houses as to the Terran System it is to become the smallest independent Nation-State within the inner Sphere. With policies including freedom of access by all the Great Houses with the exception of any military unit, it was also agreed that in the absence of an absolute monarch this state will be allowed to be governed by the Terran people in the form of a democracy, until such a time as a First Lord of the Star League can be determined.

The Third accord regarded the future of Amaris’ Republican forces – now Prisoners of War – They were subsequently disposed of all weapons and expatriated to the Great house of their Choice.

[Note: some were able to flee capture and became regular units within one of the Great Houses or became mercenaries.]

The House Lords and the remaining SLDF agreed to respect the neutrality of the Terran System.

[Note: All military forces are to be removed within the next twenty four months.]

As the spirit of the Star League began eroding Kerensky refused a proposal by General Aaron DeChavilier to overthrow the House Lords and assume the position of First Lord.

[Note: When Aleksandr Kerensky was considering his secret Operation Exodus, he discussed the issue on the 5th of October 2782 with only DeChavillier and General Lauren Hayes. She opposed this plan. She believed in the Star League and thought that Kerensky was abandoning all that he fought for during the coup. - There is no record of this meeting ever taking place and what was discussed in it.]

On the 10th of October 2782, the Council Lords gathered to strip Kerensky of his title of "Protector," however when Kerensky and DeChavilier did not make an appearance discreet enquiries were made as to their location, until it soon became apparent that they were missing, and no coup was in the offing.

However what happened next has produced conspiracy theories for centuries as the reason why General Kerensky and General DeChavilier as well as many of their senior officers from throughout the remaining SLDF were within an abandoned warehouse at a non-functioning Spaceport in the middle of the night remains unknown.

What is known is that at 1:34 a.m. on the 10th October 2782 a laser guided air-to-surface missile struck an abandoned warehouse within the non-functioning New Orleans spaceport.

It was not until the fire was extinguished that the start of the burnt remains were found. Subsequent DNA testing provided positive matches within the military DNA database and would identify not only General Kerensky and General DeChavilier it would also identify many of their senior officers from throughout the remaining SLDF that also went missing at the same time.

A state funeral was authorized for all those who were assassinated. General Kerensky and General DeChavilier were then laid to rest within a mausoleum located at Moscow Russia.

Major General Lauren Hayes assumes command of the SLDF (In addition to the entire Hegemony.)

However for the House Lords this situation was unravelling quickly over the next weeks – the people’s anger at the assassination of two such great and beloved individuals was intensifying. As, at the time, conspiracy theory suggested that Kerensky had decided to become the king maker and he was discussing who the next First Lord of the Star League should be, however, one or more of the other House Lords uncovered what Kerensky was about to undertake and took steps to ensure his king making was a failure, permanently, thus condemning the Star League to the history books and in all probability the Inner Sphere would fall into a devastating war.

The Forced Exodus of the House Lords from Terra
Shortly thereafter, 15 of November 2782, elements of the remaining SLDF BattleMech units upon Terra began agitating as to the legality of placing all of the House Lords and their embassy staff under house arrest until such a time a complete investigation could be completed. Realizing that their security was becoming untenable the forces under the command of General Sophia Capistrano provided security to the House Lords to ensure their and their embassy staff is able to depart Terra unmolested.

With the Lords now returned to their own home worlds they still had not chosen a new First Lord, each claiming the title and position for him or herself, the Star League and the Council was officially dissolved by the Lords on the 12 of August 2783.

[Note: By this stage all of the Great House Lords would have recognized their great responsibility in the wake of the collapse of the Star League: preserving as much of the currently available technological knowledge as possible. Protocols within each Great House would ensure the preservation of this knowledge in what is assumed to be a war that included nuclear ordinance.]

It was known that the collapse of the Star League would therefore precipitate the First Succession War, it was just a matter of time.

The United Republic of Marseille and Operation SILVER SHIELD
Major General Lauren Hayes was born and raised on the multinational world of Engadin, her upbringing ensured she knew how to speak German, Japanese, English and French and made her a staunch advocate of the Star League and the idea behind multiculturalism.

However, with the utter collapse of the Star League due to the inability of the House Lords to determine the successor for the position of First Lord she quickly she found herself forced into the role of leading the reconstruction efforts for both the Terran Hegemony and the former SLDF. She had practically become the informal government for the Terran Hegemony.

Operation SILVER SHIELD began on the 3rd January of 2784 and was instituted when forces under the command of the great Houses launched extensive raids into the Terran Hegemony in an effort to secure any former military warehouses and going so far as identifying any technology that would actively assist them, thus they began dismantling these facilities equipment for return transport.

One such incursion occurred in early February of 2784, a fleet of SLDF DropShips descended upon New Earth, the former headquarters of the post-Star League Civil War SLDF. Hayes settled upon a heavy raid in force against the raiding Kuritan forces. Caught off guard the Kuritans were forced to flee, whilst leaving behind all that they sought to steal, harassed all the way to their dropships and then off-world.

Similar raids against other Terran Hegemony worlds were launched by the various Houses, the Hegemony-remnant militia who occupied unprotected SLDF bases and warehouses largely welcomed the regular SLDF forces. From the 3rd of January to the 11th of July, the majority of the Terran Hegemonies advanced military hardware warehouses was methodically secured, stripped and loaded for transport to New Earth, stored in secret below former headquarters of the SLDF. Despite their losses through the Civil War the navy still retained an extensive navy fleet, this fleet was subsequently activated to secure the Terran Hegemony borders from any interference by the Great Houses.

With the activation of the Terran Accords Terra could no longer be considered their Capitol, General Lauren Hayes thus made New Earth, the former headquarters of the post-Star League Civil War SLDF the new Capitol of the Terran Hegemony and the SLDF. It was further suggested they rename both New Earth and the Terran Hegemony, due to Amris Civil War and the fall of the Star League, Thus on 26th of September 2784 New Earth was renamed Marseille (To emulate the French Revolution from Monarchy to Republic – and their forced revolution from the ideals of the Star League). The Terran Hegemony was therefore renamed to The United Republic of Marseille. However, as for the SLDF their designations would remain unchanged.

General Lauren Hayes would continue to rebuild the shattered worlds of the United Republic of Marseille and the SLDF. But despite her amazing efforts, the growing storm-clouds of war hung over all the Inner Sphere as her deepest fear that the House Lords' lust for power would destroy everything she'd spent so long rebuilding.

[Note: It was with this comparison of the Free French Republic within General Lauren Hayes speech regarding the change in name from the Terran Hegemony to the United Republic of Marseille that initiated a society change in the people to that of the French, starting with adding French to the language curriculum in primary school throughout the new United Republic of Marseille, and spreading throughout the new Republic – This included by beginning of 2800 all planets within the Republic would also receive a new French designation from that of a town, city or battlefield within the Terran state of France or its history.]
