If Aircraft can use Arrow IV without any launch equipment, why is it that a Mech/Vehicle needs 15 tons of equipment to launch the missiles?

Its an Arrow IV bomb dropped from altitude. I'm not sure but it might also require a TAG lock to work thus making it more specialised, only the Compendium seems to have the information on this though (which even though I have the book I cannot find it). The way things are if its in a old book and not supported by a newer one (like AT2, BMR or MaxTech then it will have to be a house rule to be allowed anyway), though since MaxTech was printed at the time of the Compendium it does make reference to VTOL not carrying Arrow IV bombs unlike Fighters do.
Simply put it is a Arrow IV bomb rather than a missile.

The fighter-launched Arrow IV is found both in Battlespace
and Aerotech 2. The Battlespace book sets the cost at 10,000
C-bills per unit of bombs, all types, and there is no mention of
the Arrow IV needing TAG guidance. Both books tell us to use the standard Arrow IV rules from the BMR.

My legions of terror will be trained in basic marksmanship. Any who cannot learn to hit a man-sized target at 10 meters will be used for target practice.
