I have a verison of Vehicle Factory, but it won't let me build dropships or jumpships yet because they aren't "implemented" yet, did they finish a version that is completely operational or did they just stop short?

They have stopped development of Vehicle Factory. Wait for HeavyMetal to finish work on HM Aero.
