just how advanced would these infantry be?
weapons, armour, training.
and how could I increase these with a few C-Bills?
i.e. elite infantry, well-equiped.

Elite infantry are those that not only have extensive training but also extensive combat experience. You just can't throw c-bills at a person and expect them to come out on top of combat hardened troops all that often. The clans method of near combat style of training would increase their gunnery levels and their battle-nerve but hardly cost effective for the IS especially the attrition rate on the personnel.
Training methods in itself can increase your infantry's combat abilities but very little could replace the hard fought knowledge of real combat.
