I tried to send money from the Capellan Rangers (a level 2) to Shebba (a level 4) for the construction of buildings in a zone that I will be peacefully obtaining from them. I do not own Shebba.
I was denied because I have another empire on this IP address that is a higher level. I was told that I would have to send money from that other empire.
First, that empire doesn't have enough money. Second, that empire has nothing to do with this situation. Capellan Rangers should be able to handle their own financial matters without relying on another empire. In fact, asking me to do that is ridiculous. The higher empire cannot get anything back for their loss because I can't hace the Rangers compensate them. I'd get fined and/or deleted.
Randy, this needs to be altered or just fixed if it's a bug.
I have a legitimate transaction to make and the NBC won't allow it.

Money Transfer or empire battling... when that IP is looked at it will be the same thing.
My wife would liked to have started an empire and used the other computer we have connected through a home LAN. But when she seen the rules regarding markets and combats, she said to hell with it! Not worth the damn hassle.
She really only wanted to fight me in the arenas, but - oh well - that's how it goes....

Just so people know, as the NBC used to be made up of assorted players, the Neveron Admins are the NBC. We approve/deny all transactions. If you read the transaction and Rules pages you will see that because of abuses transacation like the one you describe are no longer considered 'legitimate' and will be routinely denied. I'm sorry that it has come to this, but it is either this or creating a crackpot "1 empire only" system which we don't want to do.

Let's go through this step by step using your rules page:
(Your rules are in quotes)
"If you control more than 1 empire, these empires MAY NOT interact with each other in any financial manner. They may not buy or sell goods to one another, nor may they transfer money to one another. "
Only one of these empires is mine. Capellan Rangers. I don't even know who actually owns Shebba.
We can ignore the rules about Outposts since niether empire is an outpost anyway.
"You MAY attack an empire you own with another empire you control in landwar, but you MAY NOT attack one of your own arenas."
No combat is taking place.
"You may not use empires you control as a means of paying off the debts of another empire that you control. This includes outposts. Creating empires for "utility" purposes (like farming money) is illegal. "
There is no debt. I'm was trying to buy buildings from Shebba for the zones I'm getting. No rule says I can't. And I'm not 'farming' money. Buying something from another empire is not against the rules.
"You may not send a single empire money from multiple empires that you control, or funnel money through other empires. Transactions that send money from multiple (more than 1) empire that you control to any other empire is illegal, and is an attempt to circumvent the transaction limits. These transactions will be denied and in cases of repeated attempts, players will be punished.
Again, there are only two empires involved and only one is mine.
"A simpler way of understanding the above rules is that only 1 money transfer is allowed between player in 3 real life days, regardless of how many empires that each of you control or how they are related to each other. "
I haven't made any other transfers in a long time.
So, I don't see the problem. I haven't broken any rules, and I haven't violated the spirit of these rules. Does someone on this board not like me for some reason?
