Bug or not?

I was trying a little battle playing the other day and was chasing around this Maxium Transport. It was on a Level 3 with a Level 9 behind it. Suddenly it pops straight up on top of the Level 9. Then it went down the other side to a Level 0. I know that little hovercraft has a lot of MPs but this still seems mathmatically impossible. I thought vehicles use 3 MP per level change and cannot change more than 1 level per turn.
So, is this a bug or something else?

Vehicles take 3 MP to change level, but the only limit on levels changes per turn is the available MP. They can however only change one level at a time, ie from 3 to 4, not 3 to 5. Maxims have 12MP at top speed (at least in the TRO) so they can change 4 levels per turn. There is one possible bug-free explanation: There were two or more maxims, and you could only see one at a time, resulting in the seemingly bizarre behaviour. Another possibility is that there was a bug before that allowed vehicles on autopilot to move two times per movement phase, if I remember correctly, but that was reported fixed by the admins.

This might be a new bug of a similiar type... that did sound strange . . . I seen the same thing last night but with an infantry unit. 3 times during arena play the opposition, an infantry rifle foot, moved 2 hexes, in one move turn. The attack turns seemed to be only 1 per player per turn. The AI was not engaged as far as we could tell here. The other player was apparantly seeing double damage rolls by our infantry troop that showed as regular damage on our screen.

The original post mentions the hovercraft on top of the hill. That rules out driving around.

Impossible. In order to change from a Level 3 to a Level 9, it would require 6 Level changes and a minimum of 6 facing changes provided the level 9 was surround by levels 4,5,6,7,8. That's 12 not counting actual movement which would require an additional 6 which would be 18 movement points total. It's a bug

This is probably related.. I put it here to add a datum.
While BattlePlaying I took over a Motorized MG Platoon. I found myself in a mountainous area, and there was NO way for me to move out of this about 30 hex area. Believe me I tried. I surmise that somehow while under AI control, the unit got there by a double or treble move bug, then when I took over I was stuck. After dumping out and then coming back some time later to the same battle, the MG-MOT was down onto the plains.
