That IS a cool link. It came up on...sci.military.moderated?...or rec.games.frp.gurps?...just recently. Very cool stuff. It'd be nice to think this is an improvement over fairly one-use reactive armor.
Hmm. I wonder if it's possible to use an insulating (ceramic?) liner in HEAT munitions.
Also, I think GURPS already covers it. GURPS introduced "electromagnetic armor" that sounds much like this in Transhuman Space.

If you recall the Grav Tank topic on CBT I posted my grav tank rules for BT and they had an electric shield like set up...and folks scuffed at it...now look at what they are coming up with in real life...
