Yes. That way, nobody has an unfair advantage in positioning.
No. I paid for it, it's my arena. I'll take every advantage I can get.

The "I paid for it, it's my arena" is actually bull, because the attacker actually pays more.

And because it creates such creative abuses as making a perfectly flat map with 1 single hex of rough terrain, which the creator will promptly occupy.

Sorry, I don't think that was the spirit of the game. If anyone showed up with a custom map like that at a board game, _and_ insisted that they be allowed to occupy that only hex with cover... chances are everyone would just tell them where to shove it. And how deep.

In fact, I'd actually like to be able to see if not the whole map, at least the parameters it was created with, before I join an arena. I'm pretty disgusted of maps like that already. And I also know that there are enough people who don't pull stuff like that when creating a map. Well, I'd like to be able to choose that I want to play against those, instead of against the wiseguys.

Strategy and Tactics do play a part, when the arenas can be set up fairly. Howver, the BV ratings tend to skew things.
As previous to your post, the who pays the cost point is answered in the arena creation area. The creator (the one who set aside a few seconds, gets a discount on the entrance fee and the attacker pays _full_ price.
Now when it comes to BV, I have seem a lot of times where there is no such thing as a tactic or strategy to be able to use.
Even if you decide to use an untrained MG-M unit, I have had an untrained vehicle show up that has Movement that is far greater than a Motorized infantry and in addition has 2 MG-MKII as well as the regular MG. Now if the range allows them in (6 hexes) then then the movement should be a restriction - or vice-versa). No tactic or strategy there except to run around and see how long you can drag it out. It is exceedingly rare to get a chance to take a shot at a vehicle like that when you only have motorized infantry.

Arena creation does not allow setting a minimum number of buildings, all it does so far is allow the generation to go higher.
Max buildings will range from zero to the max; same as the trees.
