Technically, an answer to the Commonwealth's leviathans.
Same comments as the Colossus: this is pretty under-gunned and suffers horribly from FCS limits.
Also, a spinal would be nice. 
Oh, and you might want to add some point defense for anti-missile work...Small Lasers work very well.

Or Small pulse laser. Hey do not heckle me, it is also a good defense point weponary for that it has comparable damage with the Small laser and has a to hit bonus making up for the increased weight.

But point defense weapons don't get the pulse bonus when in PD mode--only when attacking non-missile targets. And with a range of 1, you'll not be doing that often.

It's because you don't roll to-hit in PD mode; you simply subtract half the weapon's fire factor(s) from the missile(s)' fire factor(s).

Wait, should you roll to see if the PD hit or not? I checked, it seem to assume that the PD automically hit missiles. Meaning I would gotten more for bang with twice small lasers as the small pulse lasers for same tonnage.

I. Already, there is a Shiva- a FWLM Heavy OmniFighter.
II. The Leviathan is only 2.4 million tons and is a transport vessel, not a dreadnought

When I said "for its size, the thing is still weak", I was actually talking about the Leviathan. I could do a *LOT* more with 2.4 million tons than they have.
I'm still not sold on the idea of building a WarSHip (particularly one of this size) without Naval weapons, but that's just me.

OK, I'll say it about the Shiva: "For its size, the thing is still weak." You're suffering horribly for having NLs. If you ditch them, and add some more H-NPPCs or NACs, you'd do better.
I mean, you only have about 2/3 of the lowest firepower I've seen for a 2.5MT fan battlewagon...not that this wouldn't smack around any book warship.
I do like your not having much in the LBS/RBS arcs, though. And armor is nice.
