Repair Techs

Not sure if its a bug, but i've been trying to hire repair techs at 2x and 3x the average salary for the last 2 RL days and have not been able to get any techs. Is nev just out of techs? or is the going rate outrageous?

My techs are recruited at just under the average salary so it can't be that !
I take it you have just completed building your repair facility and this is the first time to recruit staff ? Or is this the annual rehire of staff ?
