A secret meeting

"So they are going to go ahead with the launch anyway, hmm?" A tall, dark-haired man stood behind a modest desk, his piercing blue eyes staring pensively out the large window behind the desk.
"Yes, sir," a short weasel-faced man replied from his seat on the other side of the desk. "It doesn't look like there is any way to stop the launch, either. They have drawn security so tight around the spaceport that you couldn't get a razor blade past 'em."
"So military action is out of the question." The tall man turned and sat down at the desk. "What about economic options?"
A rather good-looking brunette stood slightly behind the military advisor. "Sir, we don't have the funds to have any kind of economic impact on the planet. Especially not on the scale you have in mind."
The man behind the desk steepled his fingers and rested his chin on them thoughtfully. "I guess that leaves us with whatever we can do in the political arena."
"Sir," a fat, bald man sat sweating next to the military advisor. "You know we don't have a lot of political clout on the planet. How are we going to be able to do anything that will have any kind of effect in this situation?"
"I assume you are familiar with the Ares Convention, Jeffrey. Why don't you see if you can get in touch with some of the larger empires on the planet who oppose this lunacy. See if they would be amenable to backing a similar treaty banning nuclear weapons from Neveron."
"But sir! That would make open warfare legal! Is that what you really want?"
The tall man sighed. "Better open warfare with conventional weapons than the horror of a nuclear hollocaust."
Jeffrey shivered in his seat. "I - I'll see what I can do, sir."
"Marshall, I want you to deploy the military to the outlying regions of the empire. Spread them out. I don't want a nuclear strike to take out our whole army in one blow."
"But sir," argued the weasel-faced man. "How will we protect the capital in the case of an assault?"
"Keep the homeguard here, but I want all the other companies spread out. Break them into lances, if you have to. Just get them out of the city. If we are attacked, we should have ample warning to bring our forces back together before the assault reaches the capital."
"Yes, sir." Marshall still sounded unsure of the wisdom of that idea.
The tall man turned to the brunette. "Sarah, I want you to get a dropship. Any dropship. I want you to hire it, and I want it to be permanently on call in case we have to evacuate, or send forces somewhere in a retaliatory strike."
"But-"
"No 'buts', Sarah. Just do it, whatever the cost."
"Yes, sir," she replied slowly.
"We need this treaty, people. Let's make sure it happens!"
The three advisors filed out of the office, and the tall man swung his chair to look out the window again. He gazed across a modest city, it's citizens unaware of the threat that would be soon hanging literally over their heads. A single tear rolled down his cheek as he imagined the city before him whiped out in a maelstrom of fire and wind, and he hardened his resolve to see that that would never happen. If all other options failed, he would see to it that each and everyone of of his citizens got safely off-planet. Where they would go, he wasn't sure. But they couldn't stay here.
